Borallon Training and Correctional Centre
Prison
The Borallon Training and Correctional Centre (BTCC) is a high‑security male correctional facility operated by Queensland Corrective Services (QCS).
Originally opened as the Borallon Correctional Centre in 1990, it was closed in 2012 and then recommissioned in April 2016 as a training‑oriented prison, rebranded as BTCC, with a capacity of 492 beds.
Facility Features & Operational Context
- The centre’s key innovation is its “earn or learn” model: prisoners have access to a dedicated on‑site campus, TAFE courses, employment partnerships and trade training in areas such as horticulture, engineering, welding, automotive and construction.
- The facility underwent major refurbishment to support this model — works included mechanical, electrical and security upgrades across building infrastructure while maintaining operations.
- In 2017 QCS reported strong completion rates for vocational training: for example, 222 students enrolled in 2,041 units with a completion rate of ~88 %.
Types of Offences & Inmate Profiles
Although BTCC is a high‑security centre, the training‑facility focus means that inmates are often those assessed as suitable for rehabilitative programming and work‑training in addition to custodial management. Typical criminal matters linked with BTCC include:
- Sentenced male offenders who require high‑security custodial accommodation but are eligible for participation in vocational/educational programs.
- Offenders who are transitioning through classification and who may benefit from a facility emphasising reintegration and employment readiness.
- Cases involving serious offences (violent, drug‑related or property) where correctional placement and classification strategy are relevant to their custodial pathway.
